why RRB NTPC is giving refund(Eligibility)

As per Para No. 7.0 of CEN 01/2019 Notification, The candidates who had attended the CBT 1 Phase 1 to 7 Examination will get the Exam FEE Refunded( bank service charges applicable) through the RRB NTPC Refund amount link. Only attended candidates can apply for a refund. Those who got admit card but did not appear for the RRB NTPC CBT exam are not eligible for the refund.
